Donald Trump’s “Healthcare Reform [plan] to Make America Great Again” initially focused on a complete repeal of Obamacare; it has now morphed into “Repeal and replace” with a timeline estimated by various pundits at 2-3 years. Details are important, especially to those who gained coverage through Medicaid expansion and health exchanges. Obamacare was fundamentally about coverage, and not access, affordability and cost containment. Any “replacement” plan by the Trump Administration must address health care cost containment as total health care spending is forecast to rise from $3.4 trillion in 2016 to $5.6 trillion in 2025 (5.9% CAGR).
